I believe there is a lack of understanding here. Those who pump the oil buy the mineral rights from the land owner or they get a lease from the government and the rights are included. Companies then own the oil.

Who is Sneeky and who is your article after? BIG OIL, Enbridge and Canadian Oil concerns do not want the Dakota pipeline and have made it amazingly difficult to build. In the meantime, the Bakken formation, the Marcellus formation and the West Texas formation all have huge amounts of oil just waiting to be tapped. We may not see a need for Canadian oil soon.....
